Consultative Process. Since being selected to develop a compact, the Government’s efforts in Nepal have focused on development of a compact designed around the identified constraints. Throughout the compact development process, the Government has engaged civil society, trade associations, development partners, political parties, and other relevant communities and stakeholders to seek their support, guidance, and feedback in project design and risk mitigation. To ensure the investments proposed for the Nepal Compact have the widest political support and the greatest potential for impact, MCC has worked closely with the United States Agency for International Development (“USAID”) and the United States Department of State, as well as the Government of India and a variety of development partners, to identify and design the investments described further in this Annex I.
