Compliance with Federal. AND STATE LAWS, RULES, REGULATIONS, AND REQUIREMENTS The Subgrantee shall obtain any required permits and comply with all applicable federal and state laws, rules, regulations, and requirements, including, but not limited, to the following: • Federal rules and regulations governing the Weatherization Assistance Program. • Subgrantee Contractors must obtain any required permits and licenses and comply with applicable federal, state, and local laws, rules, regulations, and requirements. • Pertinent Occupational Safety and Health Administration (OSHA) regulations and requirements. • The Immigration and Nationality Act, Sections 245A and 210A, as amended. • Environmental Protection Grantee (EPA) rule, 40 CFR Part 745, titled: Lead; Requirements for Hazard Education Before Renovation of Target Housing and Chapter 69 of the Iowa Administrative Code (IAC) that require persons who perform work on target housing to provide lead paint information pamphlets to the occupants of the homes prior to commencing work on the homes. • Iowa Administrative Code, Section 427-5.4(216A). • Requirements described in the Weatherization Assistance Program Contract, the Iowa Weatherization Policies and Procedures Manual, the Iowa Weatherization Work Standards, the Iowa Weatherization General Appendix, and Iowa Weatherization Program Notices and other directives. • As per 10 CFR Section 600.235 of the Federal Regulations, the “Subgrantee and Subgrantee Contractors must not make any award or permit any award (sub-grant or contract) at any tier to any party which is debarred or suspended or is otherwise excluded from or ineligible for participation in Federal assistance programs under Executive Order 12549, “Debarment and Suspension.” The Subgrantee or Subgrantee Contractor shall make the records required under this clause available for inspection, copying, or transcription by the Grantee, a DOE representative, or the Department of Labor. The Subgrantee or Subgrantee Contractor shall permit Grantee, DOE representative, or the Department of Labor to interview employees during working hours on the job. If the Subgrantee or Subgrantee Contractor fails to submit the required records or to make them available, Grantee may, after written notice to the Subgrantee take such action as may be necessary to cause the suspension of any further payment, advance, or guarantee of funds. Furthermore, failure to submit the required records upon request or to make such records available may be grounds for debarment action pursuant to 29 CFR 5.12.
