Classification Procedure. 16.01 The Parties agree to establish a joint job evaluation committee to deal with all matters pertaining to classification of bargaining unit positions covered by this Agreement. The Committee shall operate according to Terms of Reference which shall be established and mutually agreed upon by the Parties. 16.02 Promotion occurs when the incumbent of a classified position is assigned to another position in a class with a higher maximum salary than the class of the employee's former position. (1) An employee who is promoted shall receive that rate of pay in the salary range of the new classification which is the next higher to the employee's present rate of pay, except that:
