Classification Procedure. Whenever a new position is created or the duties and/or responsibilities of an existing position are modified, the Personnel Officer shall review such positions pursuant to the criteria established in this MOU Article, Section 2, Positions, and (if appropriate after meeting and conferring with the Union on the content of the job description) make such recommendations to the City Council to classify or reclassify the position to a suitable existing or new class. The reclassification procedure and form are included in Appendix “B” of this MOU.
Classification Procedure. The Parties agree to establish a joint job evaluation committee to deal with all matters pertaining to classification of bargaining unit positions covered by this Agreement. The Committee shall operate according to Terms of Reference which shall be established and mutually agreed upon by the Parties. Promotion occurs when the incumbent of a classified position is assigned to another position in a class with a higher maximum salary than the class of the employee's former position.

This Article is established as an aid to the Company and the Union to: preserve the principles and related provisions from which is established an equitable wage rate structure in the spirit and intent of the Provincial Pay Equity Act; continue to review the body of job descriptions and classifications upon which the wage rate structure is based; and provide the procedure through which to maintain the job descriptions and classifications to reflect any new or changed conditions. Reference in this Article to such job descriptions shall not itself establish existence of such jobs in the operations of the Company or determine that such jobs are within or are not within the jurisdiction of the bargaining unit. The following are definitions of terms as used herein: Description" the official record which sets forth for a given job the identification, primary function, source of supervision, direction exercised, and working procedure of that job; "Job Content" the requirements of a job pertaining to training, skill, responsibility, effort and working conditions; "Job Evaluation" the official record which sets forth for a given job, the job content analysis and factor level code and evaluation values of the requirements; and "Job Classification" the hourly wage rate as set fourth in the Collective Agreement. The company and the Union shall designate in writing to each other, their representatives for handling job descriptions and classifications through the required stages. Additionally, and included in such designation, there shall be a referee from the Company and a referee from the Union. It is agreed that there shall be three representatives from the Company and three from the Union from the existing Union Management Committee members. The procedure for describing, evaluating and classifying a job shall be in accordance with the following: the company shall prepare on the set forth, a proposed job description in accordance with the requirements of this Article; the appropriate Company representative and Union representative of the employees affected shall review the proposed job description and shall attempt to reach agreement thereon. Classification Procedure. The following shall serve to satisfy the alleged working out of classification questions: The Human Resources Director has responsibility for initiating classification studies and recommending changes to the Classification Plan. As part of the responsibility, and within the limits of Human Resources Classification Division staff resources, the following procedure will apply to employees of Law Enforcement Management Unit: If a Department Head has twice refused to refer to the Human Resources Department an employee's written request for a classification review of their specific position, the employee may prepare a written request for a classification review to LEMU. LEMU may refer such written request to the Human Resources Director.
Classification Procedure. 13.1 The Employer agrees that a copy of the bargaining unit's salary reclassifications, approved by the Ministry of Health, showing position and salary rates, shall be sent to the Secretary of the Union at the same time they are sent to the Employer or by March 1st of the current year whichever occurs first.
