City Representation. a. The Saint ▇▇▇▇ Mayor; or b. one City Council member appointed by the Saint ▇▇▇▇ Mayor; or c. one City staff member with optimum policy making authority appointed by the Saint ▇▇▇▇ Mayor, shall serve on the WIB as a full voting member.
