Career Ladders. The Employer agrees that in order to improve morale, promote incentive and utilize the special skills of employees, career ladders, providing for upward movement within the Agency structure, will be established wherever possible. A. Programs of in-house training and education shall be made available to all staff as part of the career ladder.
