Cabinet. The Council approves major policies, which are known collectively as the Policy Framework, together with the annual Budget. The Cabinet is responsible for most day to day decisions. There are five Overview and Scrutiny Committees which oversee the portfolios of the Cabinet Members. They monitor the decisions of Cabinet and produce reports and recommendations, which advise the Cabinet and Council on its policies, budget and service delivery. Although the Cabinet system is intended to replace most of the traditional committee structure, some committees are still needed such as Development Control, Audit and Standards Committees.
