Average Annual Cost. The annual amount to be paid for the electric system facilities of the Supplementary Transmission System to be used for the calculation of tolls and consideration for transmission, which shall allow the CONCESSIONAIRE to receive the Total Service Cost during a period of thirty (30) years.
