Attraction. The Contractor shall: advertise Roles via the appropriate medium including for example on the Contractor’s website, on job boards and through social media. The Contractor shall use the job advert and remuneration details provided by the Authority; where necessary, as directed by the Authority and using the Authority’s branding, advise and arrange appropriate cost effective media to achieve maximum Candidate response from suitably qualified Candidates, such as local / national press and industry-specific websites; negotiate any advertisement charges in advance and notify the Authority within 24 hours of when it learns of the relevant advertisement charges. The Authority will then advise and confirm if they are happy with the proposal 24 hours from receipt. The Authority will provide a purchase order number to be quoted by the Contractor in any relevant invoice or communication. The Contractor will deduct the cost of the advert from any Charges payable in respect of Engaged Candidates as a result of the advertising campaign; clarify Role requirements with the recruiting manager and HR (via scheduled phone call, or occasionally face to face with authorised contacts at the Premises). In this call the Role will be discussed in detail, together with the timeline for recruitment, the number of CV’s required and by what date, along with any additional information that will benefit the recruitment of the vacancy. The details of the conversation and agreed points will be documented by the HR representative and line manager and passed on to the recruitment administrator in order for them to coordinate it effectively. This information is to be recorded by the Contractor on a Candidate Recruitment Strategy Form. This form is to be designed by the Contractor as part of the tender process. This form shall be confirmed with the Authority and successful Contractor prior to contract commencement and shall be inserted at Schedule 9 (Candidate Recruitment Strategy Form); approach, engage and manage second tier suppliers as required in accordance with Schedule 7 (Sub-Contractors). The Contractor shall represent the Authority effectively to ensure each second tier supplier’s full engagement. The Contractor shall be responsible for negotiating fees with second tier suppliers within the rates agreed between the Contractor and the Authority; ensure accessibility requirements are met when attracting Candidates including providing back up facilities where necessary for any Candidates unable to access the Internet to submit their applications; and be proactive in selling the benefits of working for the Authority. Response management, sifting and presentation of Candidates The Contractor shall: endeavour to Introduce Candidates for the Roles identified in Recruitment Requests; ensure that all its staff dealing directly with Candidates (including any second tier suppliers) have a full understanding of the Roles, context and full recruitment process, to ensure Candidate expectations are set appropriately; undertake in-depth conversation with Candidates to derive motivation, experience, and expectations of the individual in order to gauge suitability for the Authority; ensure that expectations of the Candidates in relation to the Role and working conditions and benefits are managed in line with the Authority’s policies; ensure that all applications are acknowledged and Candidates are fully briefed on the Role requirements either by phone or face to face; conduct an initial sift of applications based on essential criteria of the Role, putting in place the necessary controls to ensure that sifting is consistent and in line with the selection criteria specified. The Contractor shall maintain appropriate records of sifting in line with the Authority’s Retention Policy (available on request to the Authority) and to be kept securely for a period of 6 months from the date of the successful appointment; ensure Candidates are eligible to work in the UK; ensure references are available to the Authority for all Candidates at the time of submission of CVs; make sure Candidates are aware of, and complete, any additional sifting procedures required for the Role, such as psychometric testing; identify and inform the Authority of reasonable adjustments required for Candidates who declare a disability in preparation for any interviews and/or assessments, and keep an electronic record for audit purposes. These records to be kept securely and for a period of 6 months from the date of the Engagement of the successful Candidate; invite successful Candidates to telephone or face to face interview as instructed by the Authority, ensuring that they are briefed on the process, including logistical information and directing to published information on the Authority’s interview process and values and competencies; put in place appropriate procedures for notifying Candidates promptly of success or failure at each stage; following interviews, provide unsuccessful Candidates with relevant feedback and process further interviews or offers as required; communicating the job offer to the Authority’s preferred Candidate and liaising between the Authority and the Candidate until the offer of employment is agreed and accepted; providing confirmation of any acceptance or rejection of offers; on acceptance of an offer of Engagement, ensure the smooth handover of contact with the successful Candidate to the Authority in order to progress the on-boarding process; and advise the Authority of the applicable Charges in respect of each Engaged Candidate in order for a model order form and purchase order to be raised (which must be quoted on the corresponding invoice) prior to the commencement of the Candidate’s first day of employment. For the avoidance of doubt, the Authority shall determine in its sole discretion which Candidate to Engage for each Role. The Authority shall notify the Contractor of its decision in respect of each Candidate Introduced by the Contractor promptly after making each such decision. Additional Services The Contractor shall: provide management information (‘Management Information’ or ‘MI’) on a monthly basis. This will include the number of applications received for each Role, offers accepted or rejected, the time taken to fill each Role, resourcing routes taken, ratio of applications to interview and offers, any complaints received and resolutions implemented, diversity information, FoIA requests and non-attendance of interviews; provide an appropriate and timely handover if the Account Manager leaves the role; maintain a database of potential Candidates for future Roles; where requested, provide input into the management of subject access requests, FoIA requests and subject access requests under the Data Protection Act 1998 in line with legislative requirements and as required and within specified time limits; attend quarterly account management meetings at the Premises to discuss performance and recruitment plans, providing most up to date Management Information; attend further recruitment meetings as required based on levels of active business; and attend monthly meetings for the initial six months of the Contract Period to complete mobilisation.
