Arbitration Services. a. The following procedure will be used to secure the services of an arbitrator: (1) If one or more grievances involve the same issue, either party may submit a demand for arbitration to the Public Employment Relations Commission. (2) If two (2) or more grievances involving different kinds of issues are to be heard, the parties will make a joint submission for arbitration to the Public Employment Relations Commission. b. The Arbitrator shall be limited to the issues submitted and shall consider nothing else. The Arbitrator can add nothing to, nor subtract anything from, the Agreement between the parties or any policy of the Board of Education.
