Applicability and Scope. A. Streamlined Project Review: Through this Agreement, the FHWA and the DOT&PF establish Programmatic Allowances (Allowances) through two tiers – Tier 1 and Tier 2 – of streamlined review for certain undertakings (Stipulation V Streamlined Project Review).
