Upland buffer means land surrounding the jurisdictional edge of a wetland that consists of upland prairie, old field, shrub, or forest vegetation that is maintained in a natural state through passive or active management. This does not include lawns, mowed roadsides, fields where crops are grown or animals pastured, and other similar land uses.
