The Recipient shall cause CAREC through the Operating Agreement to maintain a RCU throughout the Project implementation, to be responsible for the day-to-day management and monitoring of Parts 1 and 3.1 of the Project, including provision of general oversight and coordination with country Technical Working Group members, all in accordance with the Project Operational Manual.
The Steering Committee, the mechanism and structure of which is agreed upon by the Recipient and the Association and documented in the Project Operational Manual, may include representatives of NCUs, Chairman of the RCU, Chairman of EC-IFAS .
The Recipient shall carry out Parts 1 and 3.1 of the Project in accordance with the requirements, criteria, organizational arrangements and operational procedures set forth in the Project Operational Manual, and shall not assign, amend, abrogate or waive any provisions of the Project Operational Manual without prior approval of the Association.
The Chairman or the Acting Chairman shall retain the overall responsibility for oversight, inter-agency coordination and policy guidance for the regional activities of the Project until such time as a new Chairman or Acting Chairman is appointed, in accordance with the requirements, criteria, organizational arrangements and operational procedures set forth in the Project Operational Manual and the Operating Agreement.
The Recipient shall ensure that the Project is implemented in accordance with the arrangements and procedures set out in the Project Operational Manual and, except as the Association shall otherwise agree, the Recipient shall not assign, amend, abrogate or waive any provision thereof; provided, however, that in case of any conflict between the arrangements and procedures of the POM and the provisions of this Agreement, the provisions of this Agreement shall prevail.
