The fee standard shall be in consistent with the standard set forth by Occupational Skill Testing Authority of MOLSS, PRC.
The PMSU shall be headed by a project manager, selected jointly by the MOH and MOLSS, with qualifications and under terms of reference satisfactory to the Bank.
The Borrower shall maintain the IASC, throughout the implementation of the Project, comprising two representatives from the MOH and the MOLSS, a representative from the State Planning Organization and the Undersecretariat of Treasury and chaired by a representative from the MOH, to provide inter-agency coordination, oversight and policy guidance for overall implementation of the Project.

To that end, the Borrower, through the MOH and MOLSS, shall maintain the PMSU and the PIUs throughout Project implementation under terms of reference satisfactory to the Bank and with sufficient and suitable human, financial and technical resources.
