Emergency Load Response is the reduction of a load by participants in the PJM Emergency Load Response Program in response to a request by PJM for load reduction following the declaration of Maximum Emergency Generation.
A Load Response Resource Provider which joins the Load Response Sub-Sector shall be entitled but not required to designate an individual voting member of each Principal Committee, and an alternate to the member, if it owns or controls Load Response Resources that in the aggregate have a Governance Rating of at least 5 MW (or its equivalent).

If the Load Response participant is also an ALM customer and ALM is called for concurrent with this program, then payments will be made to the customer according to this program only for the time during which ALM obligations were not in effect.
A Customer that partially reduces demand during a Load Response event, but is unable to reduce by the full amount agreed upon, will receive a reduced capacity credit going forward.
