Jefferson County. The Enrolled Lands are located in western Jefferson County, a county with a rich history in resource extraction. Most of the county is Olympic National Park and Olympic National Forest. The Enrolled Lands lie within Jefferson County Census Tracts 9502.02, 9503.00, 9505.00, and 9507.02, which had a combined population of 17,045 as of the 2019 American Community Survey (U.S. Census Bureau 2019). Survey data for these four tracts indicate that the population in the area is 84.95 percent white (compared to 67.8 percent of the statewide population). The survey data also indicate that the median household income in the area is below the State median (Table 3-9). In 2019, approximately 16.32 percent of the population in these four tracts was earning an income below poverty level, compared to 12.2 percent statewide. Nearby communities include Tacoma and Everett. The Enrolled Lands lie within King County Census Tract 0328.00, which had a combined population of 2,352 as of the 2019 American Community Survey (U.S. Census Bureau 2019). Survey data for this tract indicates that the population in the area is 94.77 percent white (compared to 67.8 percent of the statewide population). The survey data also indicate that the median household income in the area is above the State median (Tract 0328.00 is 135.75 percent of the State median). In 2019, approximately 4.44 percent of the population in this tract was earning an income below poverty level, compared to 12.2 percent statewide. Jefferson County means Jefferson County, Washington. As used in this Policy, Jefferson County refers all county departments, their divisions, and subdivisions.
Jefferson County or “the County” means Jefferson County, Alabama and its employees, consultants, representatives and agents, and all other persons acting or purporting to act on its behalf or for its benefit.
