THIS OPERATING AGREEMENT ("Agreement") is hereby entered into on AGREEMENT DATE, and effective ("Commencement Date") EFFECTIVE DATE OF AGREEMENT, by and between TNC COMPANY NAME ("Operator"), and the City of Stillwater, Oklahoma, a municipal corporation. Operator and SRA are sometimes hereinafter referred to individually as a "Party" or collectively as the "Parties".
