The Conservation Corps of Long Beach (CCLB) has provided part-time maintenance support services to Public Works Maintenance Operations since 2005, including the cleaning of Cherry Avenue and Willow Street Corridors, cleaning of the City’s bus stops, and providing maintenance support through part-time staffing. In the past, this work was accomplished under three separate agreements. In order to streamline the contracting administrative process, staff recommends consolidating all services into one agreement with a new term of three years through April 25, 2019.

The Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) received $1.073 million in grant funds from the Proposition 84 Stormwater Grant Program administered by the State Water Resources Control Board to install storm water quality treatment facilities. As a member agency that participated in this GWMA grant application process, Signal Hill will receive $73,620 in grant proceeds to construct two storm water biofiltration tree well units. All participating cities are required to enter into a Subrecipient Grant Agreement with the GWMA in order to access grant funds.

The City Council will consider entering into a Contract Services Agreement with Urban Futures Inc. to perform an independent fiscal impact analysis on the Right to Know and Vote Initiative that will be considered by Signal Hill voters in June 2014. The analysis will examine the impacts of the Initiative on City services, economic development, and other City functions pursuant to California Election Code Section 9212.

With the dissolution of redevelopment agencies in 2012, successor agencies are required to dispose of properties as outlined in their Long Range Property Management Plans. The Signal Hill Successor Agency’s Long Range Property Management Plan includes two sites for disposal – one on Gardena Avenue and one on Spring Street. In order for the Successor Agency to prepare to sell the properties, appraisals must be completed to determine the fair market value of the sites. To facilitate the necessary appraisals, the City Council will consider approving a professional consultant services agreement with Hawran & Malm for professional appraisal services.
