THIS TRUST AGREEMENT is hereby made and entered into effective as of November 30, 2007, by and between the City of Elgin, Kane and Cook Counties, Illinois, a municipal corporation (hereinafter referred to as the “City”) and the Board of Trustees of the City of Elgin Retiree Health Insurance Trust Agreement (hereinafter referred to collectively as the “Trustees”).
