Rather, this Term Sheet sets forth Clean Line’s proposal for how Southwestern Power Administration and the Department of Energy would participate in the Plains & Eastern Clean Line if such Parties elect to participate in the Project pursuant to Section 1222 of the Energy Policy Act of 2005.
