This Memorandum of Redevelopment Agreement (this “Memorandum”) is entered into as of December , 2019, by and among the CITY OF SAINT PAUL, MINNESOTA, a municipal corporation and home rule charter city (the “City”), the HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF SAINT PAUL, MINNESOTA, a public body corporate and politic organized and existing under the laws of the State of Minnesota (the “Authority”), and Project Paul, LLC, a Delaware limited liability company (“Developer”).
