day of October, 2021, between the city of Boise City, an Idaho municipal corporation, by and through the Boise Police Department (“Boise City” or “BPD”), and Boise State University, a public institution of higher education, organized and existing under the Constitutional authority of the State Board of Education, acting as the Board of Trustees for Boise State University, and the laws of the State of Idaho, by and through the Department of Public Safety (“University”), (collectively, the “Parties”).
