is made as of October , 2023 (the “Effective Date”), by and between CITY OF VANCOUVER, a Washington municipal corporation (“City”), and LPC WEST, INC., a Texas profit corporation, and its permitted successors and assigns (“LPC West”). City and LPC West are each referred to in this Agreement individually as a “Party” and collectively as the “Parties”.
