Following the 1991 conclusion of the Project COPE program (the County's FEMA funded crisis counseling services organized in response to the October, 1989 Prieta Earthquake), Mental Health developed and implemented an Immediate Response Team to address requests for crisis counseling from the community following the occurrence of traumatic events.
