As the Greek programme is approaching its comple- tion, the past few months have been characterised by intense activity. A staff-level agreement of the Euro- group Working Group (EWG) was reached on 19 May on a package of reforms –including privatisations and energy market reforms– required for the successful completion of the fourth and final review of the Greek programme. This agreement was presented to the Eu- rogroup of 24 May 2018. However, by all accounts it will not be possible for the government to implement all 88 preconditions for the conclusion of the evalua- tion by the 21 June target date, when the Eurogroup is set to discuss a comprehensive exit package, includ- ing the conclusion of the evaluation, post-bailout fis- cal oversight, and debt relief. The European creditors are reportedly prepared to wait until mid-August –just before the scheduled end of the bailout programme– for implementation of the agreed reforms. Contract is a legal instrument through which the contracting parties engage themselves for procuring a product under defined conditions at a price. A contract is broadly divided into two stages. First is the contract formation which primarily involves procurement processes and the second is contract administration which generally involves supervision and overall management of contract execution. A contract can be defined as “Engineering Contract” when it is executed for the Professional Engineering Work as defined in Section 2 (xxv) of PEC Act, 1976 as amended in 2011.

In 2016, a cooperation agreement was signed between Univille, Joinville Region University, 1 and Friedrich Schiller University in the city of Jena in Germany, 2 which is one of the oldest universities in Europe. This international agreement, which was signed by the President Prof. Dr. Sandra Aparecida Furlan and by Prof. Dr. Nikolaus Knoepffler3 representing the German university, mainly involves the “Institute for Applied Ethics” (Lehrstuhl für Angewandte Ethik-Ethikzentrum), directed by Professor Dr. Nikolaus Knoepffler, and the Institute of Education and Culture (“Institut für Bildung & Kultur”), directed by Professor Dr. Ralf Koerrenz. 4
