Biscayne Blvd, 4th Floor, Miami, FL 33132 ( “Developer”) and the CITY OF HALLANDALE BEACH, a municipal corporation of the State of Florida, whose mailing address is 400 South Federal Highway, Hallandale Beach, Florida 33009 (“City”).
