, 2009, and is between the County of Contra Costa, a political subdivision of the State of California (the "County"), the City of Antioch, a municipal corporation (“Antioch”), the City of Pittsburg, a municipal corporation (“Pittsburg”), the City of Richmond, a municipal corporation (“Richmond”), and the City of Walnut Creek, a municipal corporation (“Walnut Creek”). Each of the parties to this Agreement is a “Member.” Antioch, Pittsburg, Richmond, and Walnut Creek are the “Cities”.
