When the City entered into a development agreement with Meierotto Jewelers in October, 2014, it agreed, within four years of completion of the new Meierotto store, to complete a road through the Armour Road Redevelopment Area to the store from 16th Avenue (hereafter referred to as the “Spine Road.”) The City has been aware that it would need to construct this road sometime in the next five years, but that time period has been greatly accelerated due to the engagement of a master developer for the site and that developer’s new timetable for installing tenants on the site.
