The Project Labor Agreement (PLA) between the Chicago Housing Authority and the Chicago & Cook County Building & Construction Trades Council was executed by the parties in the Summer of 2017. The PLA provides that any construction, demolition, rehab or renovation of any CHA property be performed a party who is, or wiling to become, a signatory to certain collective bargaining agreements.
