The agreement was the first in a series of treaties that would eventually create the modern states of the Middle East following the dissolution of the Ottoman Empire. One hundred years later, analysts such as Robin Wright and Jeffrey Goldberg predict that the region’s borders will soon be redrawn once more. Indeed, in Iraq and Syria, where proto-states outside the government’s control have already emerged, the idea of new borders does not appear so far-fetched. It begins by asking two simple, yet critical, questions: What is money, and where did it come from? Armed with the answers, this Article proceeds by taking a fresh look at cryptocurrency through the lens of the credit theory of money. It finds that cryptocurrency, by using new technologies and incentive-based design, attempts to overcome the previous geographic limitations that hindered broad adoption of private currencies.1 Even with these innovations, cryptocurrency appeared unlikely to challenge the supremacy of sovereign money until Facebook announced the Libra project. This arti- cle grounds kappa-type indices in statistical modeling, making explicit the underlying premises and assumptions. We critically review whether the interpretation of the kappa index as a chance- corrected probability of agreement can be substantiated. Further, we show that the so-called paradoxical behavior of the kappa index is explained from the fact that it is a measure of predic- tive association, rather than a pure measure of reproducibility. We discuss a number of alternative forms, critically examining whether they can be translated in tangible real-life interpreta- tions.

The theoretical reference used was based on Mario Testa’s work and on Habermas’ Theory of Communicative Action. The data production merged documen- tal analysis, interviews with managers of state, municipal and federal levels with direct obser- vation of meetings of the Regional Interagency Commission, the State Health Council, the Bi- partite Interagency Commission, meetings be- tween central and regional levels, in addition to extended meetings of the Health Municipal Offices Council, in both states.
