ALUMINA REFINERY (MITCHELL PLATEAU) AGREEMENT (TERMINATION) BILL 2015

The purpose of this bill is to ratify an agreement made on 20 February 2015 between the state, Mitchell Plateau Bauxite Co Pty Ltd and Alcoa of Australia Limited, which I will refer to as the termination agreement. This agreement will, upon its ratification, terminate the Alumina Refinery (Mitchell Plateau) Agreement 1971, which I will refer to as the state agreement. This bill is necessary in order to amend the Alumina Refinery (Mitchell Plateau) Agreement Act 1971, which I will refer to as the principal act, to ratify the termination agreement.

ALUMINA REFINERY (WAGERUP) AGREEMENT AND ACTS AMENDMENT ACT 1978 VARIATION AGREEMENT — DISALLOWANCE

This disallowance motion relates to a variation agreement dated 25 February 2008, tabled in the Parliament on 11 March 2008. The agreement is signed by the Premier, Hon Alan Carpenter, and Alcoa Australia. The Greens (WA) want to have this motion debated outside the normal procedures for debating disallowable instruments because we believe that it is important that this matter at least be given some parliamentary scrutiny. At least the issues should be debated and brought into the open. The practical effect of the change to the state agreement act is that, if it is not debated, the changes will take effect at 10.00 pm tonight. We believe that it is important that the issues at least be heard, because they have not been heard elsewhere.
