This pamphlet implements AFPD 10-10, Civil Aircraft Use of United States Air Force Airfields, and AFPD 32-10, Installations and Facilities, and applies to Air National Guard (ANG) flying units that operate on public airports. This pamphlet provides guidance for negotiating fair and reasonable charges to the government (AF) for joint use of the flying facilities of a public airport.

THIS AGREEMENT is made and entered into this day of , 2020, by and between the City of Pueblo, in the State of Colorado, referred to as the ("City"); and the UNITED STATES OF AMERICA, acting by and through the Secretary of the Air Force the authority granted to her by 10 U.S.C. § 2661 herein after referred to as "Government or Air Force". The City and the Government may sometimes be referred to as the “Parties” or each separately may be referred to as a “Party”.
