the Economic Research Service (ERS), the National Institute of Food and Agriculture (NIFA), and the American Federation of Government Employees (AFGE), Local No. 3403 (Union), defined as the Parties within this agreement, agree that the wellbeing of employees and efficient administration of the Government are benefitted by the statutory protection of the right of employees to organize, bargain collectively and participate through a labor organization of their choosing, in the formulation and implementation of personnel policies and practices affecting the conditions of their employment.
