AND WHEREAS in the interest of the efficient conduct and administrationof the Board's works and affairs it is desirable and necessary that there shall be harmonious relations betweenthe Board and its employees, fair and reasonable remuneration for services rendered, having re- gard to the responsibilities attached to the posi- tions held, nature of the duties thereof, manner of their discharge, seniority in the service, secu- rity of tenure of office and promotions within the service;
