This Agreement is entered into by the Washington State Office of Administrative Hearings, referred to as the “Employer,” and the Administrative Law Judges of the Office of Administrative Hearings, Washington Federation of State Employees, AFSCME, Council 28, AFL-CIO, referred to as the “Union.” Pursuant to provisions of RCW 41.80 and in order to establish harmonious employment relations based on mutual respect, to promote the mission of the Office of Administrative Hearings, to cooperate in providing greater public and legislative access to administrative decision making in accordance with RCW 34.05, to recognize the value of employees and the necessary work they perform, to determine wages, hours, and other terms and conditions of employment, and to provide methods for the prompt and equitable resolution of disputes, the parties enter into this Agreement. The Preamble is not subject to the grievance procedure in Article 20, Grievance Procedure.
