In accordance with Title Vll, Civil Service Reform Act of 1978, hereinafter referred to as the Statute this Agreement is made and entered into by the Department of Commerce (DOC), National Oceanic and Atmospheric Administration’s (NOAA), Boulder offices of OCAO, AGO/WAD, and OAR/ESRL/Boulder Labs Library, Boulder, Colorado, hereinafter referred to as the “Employer”, and American Federation of Government Employees (AFGE), Local 2186, hereinafter referred to as the “Union”. Collectively, they are referred to as the “Parties.” References to “Agency” correspond to the Employer and/or higher-level Executive Branch entities above MASC, Boulder, CO, including NOAA, Department of Commerce, and or Office of Personnel Management.
