W/MBE and Section 3 Participation. The MPHA has established minimum women and minority-owned business (W/MBE) and Section 3 business goals. The MPHA’s participation goals are based upon the contract amount and are 7% for women-owned businesses, 20% for minority-owned businesses. In addition, 25% of the total labor hours worked on MPHA projects must be worked by Section 3 workers, of which 5% must be worked by Targeted Section 3 workers.
