Voting by Mail. The following are substituted for sections 214 to 228 of the Act : “214. The elector shall mark the ballot paper in one of the circles, using a pen or pencil. The elector, after marking the ballot paper(s) received, shall insert them in the envelope identified “Envelope ENV-1”, seal that envelope and insert it in the envelope identified “Envelope ENV-2”. In addition, he must insert in Envelope ENV-2 one of the identification documents provided for in section 213.1 as well as the declaration of the elector or the declaration of the person giving assistance provided for in section 2.3 of the agreement entered into under section 659.2 of the Act respecting elections and referendums in municipalities and which is duly signed. He must also enter his name in block letters, his address which must correspond to that entered on the list of electors and his telephone number.
