Volume I - Technical Volume. ‌ The Offerors shall address the technical solution for meeting or exceeding the Government’s minimum performance or capability requirements, as described in the SOW for each technical subfactor. All the requirements specified in the solicitation are mandatory. By the Offeror’s proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary to state this in the Offeror’s proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. The Technical Volume shall be specific and complete. Legibility, clarity, and coherence are very important. In the event that subcontractors are proposed as being involved in conducting this work, their relationships during the effort shall be explained and their proposed contributions to the work shall be identified and integrated into each part of the proposal, as appropriate.
