Village Administrator. If the grievance is not settled at Step 1 and the grievant or the Union wishes to appeal the decision at Step 1, the grievance shall be submitted in writing to the Village Administrator within ten (10) business days after receipt of the response at Step 1 or when a response should have been received at Step 1. The grievant shall set forth the facts and circumstances and shall state the reasons for believing that the grievance was improperly denied at the previous step. The Village Administrator shall then investigate the grievance and may hold a meeting with the parties involved in the grievance at a reasonably convenient time, to occur within ten (10) business days of receipt of the grievance at this Step. The Village Administrator shall respond to the grievance in writing within ten (10) business days after the meeting, if any, or ten (10) business days of receipt of the grievance if no meeting is held.
