Validation Sampling and Testing. A. During the start-up operations, split samples shall be performed by the Engineer on category Level 1 or Level 2 materials in the Design-Build QAP.
B. The Engineer shall perform tests and analyze 50% of split sample results against split sample tolerance limits to align the laboratory operation.
C. For tests listed as ▇▇▇▇▇ ▇, the Engineer shall observe and review the CQAF's initial start-up testing operations.
D. The remaining 50% of the OV testing shall be of random-independent samples such that statistical validation of the independent QA test results using F- and t-test analyses shall be performed by the Engineer to validate the QA test results.
E. The Engineer shall analyze all split sample results, in each appropriate analysis category, using continuous paired t-test analyses at the level of significance (a} shown in the table in the Design-Build QAP, Appendix D.
F. For those material and analysis categories that do not validate during and after start-up operations, the Engineer shall determine the cause(s) of the non-validation and shall take appropriate corrective actions to align the sampling and testing operations.
G. The "start-up" period is defined as the Engineer performing an OV test each time the CQAF performs a QA test until initial validation between OV and QA can be attained and upon beginning a new construction material or product as listed in designated tables in Appendix D of the Design-Build QAP, even if a particular test had been previously validated on another material or product; and until initial validation between OV and QA can be attained. Upon completion of the start-up period, the Engineer shall perform tests at a rate consistent with Appendix D in the project specific Design-Build QAP.
1. Level 1 Tests: F & t-test and Split Samples
a. F- and t- Tests: After the start-up period, the Engineer shall perform continuous F- and t-test analyses on Level 1 tests with the OV testing frequency at approximately ten percent of the QA testing frequency. This frequency is subject to the adjustment required based on the results of validation history and quarterly risk analysis and approval by the State and FHWA. The continuous analysis shall be performed based on the protocol established by the State I2MS or other approved programs.
