Transition framework. The Operator shall develop a transition framework for the transition of the IANA Numbering Services to the successor operator pursuant to Section 11.3 while maintaining continuity and security of operations. This transition framework shall be presented by the Operator to the RIRs within one hundred eighty (180) calendar days following the Commencement Date.
