Training Catalog. The Help and Training Portal may make available listings of trainings that you may browse, and may enable you to register for such trainings. For clarity, however, the trainings themselves are not made available through the Help and Training Portal, and may be subject to additional terms. Nothing in these Program Terms authorizes you to attend, view or otherwise participate in or use any training.
Training Catalog. Release of employees on official time to attend Union-sponsored training shall only be approved for courses on the Training Catalog as established in accordance with the following procedures. The most economical and efficient methods, locations, and dates of training will be used consistent with meeting the training needs. Request for official time and travel is a separate determination as per Subsections 1.d, 1.f, and 1.i below.
(a) Within 60 days of the effective date of this Agreement, the Union at the National Level will provide Management’s National Labor Relations Officer with a Catalog of planned training courses that may be appropriate for employees to be released on official time to attend. The Catalog shall contain the course title, content summary, agenda, and number of training bank hours to be used.
(b) Within 60 days after receipt of the Union’s Catalog, Management will notify the NFFE-FSC President, in writing, which courses are approved as appropriate for employees to be released on official time to attend, and which are denied, including the reason for the denial. If the Union disagrees with Management’s disapproval of a particular course, the Parties are encouraged to discuss the reasons for disapproval and any information or conditions that might cause Management to reconsider its denial.
(c) Thereafter, the Union at the National Level will request approval of additional courses, changes to existing courses, or removal of courses by submitting the information in Paragraph (a) to the National Labor Relations Officer. Within 10 days of receipt, Management will notify the NFFE-FSC President, in writing, which additional or modified courses are approved as appropriate for employees to be released on official time to attend, and which are denied, including the reason for denial. Again, if the Union disagrees with Management’s disapproval of a particular course, the Parties are encouraged to discuss the reasons for disapproval and any information or conditions that might cause Management to reconsider its denial.
(d) Management will post and maintain the approved Training Catalog on the National Labor Relations webpage.
(e) If Management believes that changes have occurred, Management may request updates of the information listed in Paragraph (a) from the NFFE-FSC President on any listed course.
