TOAR Sample Clauses

TOAR. The Consultant will prepare documentation of the existing conditions analysis, traffic forecasts, and the future year operations analysis into a consolidated Administrative Draft TOAR. The Consultant will submit the Administrative Draft TOAR to the City for one round of review and written comments. The Consultant will respond to consolidated written comments and prepare the Draft TOAR to submit to Caltrans for one round of review and written comments. The Consultant will respond to consolidated written comments on the Draft TOAR, reconcile comments with reviewers, and submit Final TOAR for final agency review. The Consultant will submit the final report in both hard copy and electronic format. The Project may lead to a measurable increase in VMT based on studies that have demonstrated a causal link between highway capacity increases and VMT increases. The VTA Travel Demand Model and the technical guidance provided in the CEQA Guidelines (December 2018) will be used to estimate the No-Build and Build VMT. This task assumes attendance at up to three (3) in-person meetings.
