Time for Application Approval. If the Design Committee fails to approve, with or without conditions, or disapprove any submitted plans and specifications within 30 days after the date of plan submission, or in any event if no suit to enjoin the addition, alteration or change has been commenced within 90 days after completion thereof, approval will not be required and this paragraph 5 will be deemed to have been fully complied with.
