It is important to involve all members of staff in the management process but equally important to maintain individual accountability. Within the individual school the head teacher is accountable to the authority. It thus follows that, though he/she should consult widely, the power of decision making remains with the head teacher on behalf of the authority. The concept of participation in management therefore does not imply joint agreement. It rests instead upon decision making by an individual having taken into account the views of others obtained through the process of consultation. At all levels of management, failure to clarify such distinctions may result in frustration and discontent.
