Testing Procedures and Guarantees. A. State Testing 1. Procedures and protocols for the collection, transmission and testing of the employees’ samples shall conform to the methods and procedures provided by Federal regulations pursuant to the Federal Omnibus Transportation Employee Testing Act of 1991. 2. Employees shall have the right to consult with a Union representative, if one is available one hour prior to testing, and a Union representative may accompany the employee to the specimen collection site as long as reasonable suspicion is called for by the Employer. 3. The random testing pool shall be maintained and administered by the Drug-Free Workplace Services Program of the Department of Administrative Services.
