Surface Transportation Assistance Act Requirements. Pursuant to Section 165 of the Surface Transportation Assistance Act of 1982 (P.L. 97-424, 49 U.S.C. § 5323(j) and the regulations found at 49 C.F.R. Part 661, the Contractor agrees that all steel, iron and manufactured products purchased or used as a result of this Contract must be domestic manufacture or origin unless a waiver of these provisions is granted by the FTA. There are four (4) exemptions to this otherwise universal mandate:
