SUPERVISION AND TECHNICAL OVERSIGHT. Agencies will utilize and adhere to their current approved burn plan formats, policies, and personnel qualification systems. Agencies agree to accept the prescribed fire qualifications of personnel from other Agencies consistent with NWCG 310-1. A qualified prescribed fire Burn Boss (federal lands), prescribed fire manager (federal lands), or Incident Commander (IC) (SRA) is the individual with the final authority for the following:
A. Implementing the prescribed burn plan;
B. Determining that the fuel and weather parameters are suitable to implement the prescribed burn plan;
C. Determining that all crews and equipment are ready; and
D. Directing all work assignments of personnel until the prescribed burning is completed and the fire is declared out. The qualified prescribed fire Burn Boss/prescribed fire manager/Incident Commander does not have the authority to make prescription changes. Such changes require approval by the agency official(s) responsible for approving the prescribed burn plan. In the event a prescribed fire escapes and becomes a wildfire, the qualified prescribed fire Burn Boss, prescribed fire manager, or Incident Commander (IC) shall serve as the wildfire Incident Commander until such time as relieved by a qualified Incident Commander designated by the agency with jurisdiction. SUPERVISION AND TECHNICAL OVERSIGHT. 1) A Burn Boss shall be specified for each burn.
2) A Chief-of-Party shall be designated for the assisting party's employees and equipment. The Chief-of-Party shall work closely with the Burn Boss. If the Chief-of-Party determines that the proposed burn is unsafe, or otherwise has serious concerns about the advisability of burning or engaging in a specific burn tactic, and is unable to reach satisfactory agreement with the Burn Boss to rectify the situation, the Chief-of Party retains the option of withdrawing the assisting party's resources.
3) The Burn Boss shall arrange for immediate medical treatment of any injuries that may be incurred at the scene. The Principal Contacts for each party will communicate promptly in response to an injury and provide documentation as requested. Accident investigations will be undertaken in accordance with the policies of each party, and in consultation with the Lead Party; the assisting party will cooperate in any such investigation.
SUPERVISION AND TECHNICAL OVERSIGHT. Supervision and technical oversight will be handled within the NCLFA organization insofar as these arrangements do NOT conflict with the Incident Command System on fire incidents. While on an incident, NCLFA staff will be managed as appropriate to existing lines of authority within the Incident Command System.
