Subsectors. The following response to Part II A "Subsectors" applies to the subsectors (a) to (g) as well as the following additional basic services: - voice/non-voice services using domestic/international private leased circuits - paging services - mobile data services - satellite services - cellular mobile services - including mobile data - local/long-distance switching - international switching and other international gateway facilities N.B: Regulations for the provision of certain facilities - reserved line links, including cable TV infrastructure used for voice telephony in terms of (i) policy overview, (ii) modes of supply,
Subsectors. (a) Voice telephone services (i) Competition is not permitted. (b) Packet-switched data transmission services (i) Free competition on the basis of using circuits leased from the State-owned operator. (ii) All modes of supply are permitted. No restriction specific to basic telecommunications applies to each of the four modes of service, which are nevertheless covered by general regulations such as those set out in the horizontal part of the Swiss national Schedule of specific commitments. (iii) No limitation on market access (iv) National treatment for all suppliers (v) Licences are not required for the service. Licences must be obtained for the use of electromagnetic frequencies. Licencesfor frequencies tobeused for telecommunication services are granted by the regulatory authority to applicants if there are enough frequencies available and if the applicant can prove that a wire-based telecommunications network cannot meet his needs or may be extremely expensive (economic use of frequencies).
